In Ivry/Paris XIII (IP13) the current incineration centre, the largest waste incinerator in Europe, is coming to the end of its life, as its operating life cannot extend beyond 2023.
To meet the new environmental challenges, an ambitious project to transform the current site is about to be launched.

The birth of a state-of-the-art, environmentally friendly factory

 A new energy recovery unit will replace the existing incinerator and will be the largest household waste recovery centre in the Ile-de-France region, with 350,000 tonnes treated per year, serving 1.4 million inhabitants.

This high-tech project is part of an ecological approach and will thus meet several challenges:

  • Reduction of the ecological impact: quantity of incinerated waste reduced by 50%, reduced atmospheric emissions, drastic reduction in water requirements, reduced odours and noise, reduced truck traffic, green roofs and façades and adapted lighting.
  • Production of green energy: creation of energy recovery from the collected waste, the steam produced will be reinjected into the CPCU (Compagnie Parisienne de Chauffage Urbain) plant network.

 

 

The design, construction and operation of this project are being carried out by the IP13 consortium* with SYCTOM.
This project was designed by the architectural and engineering firm AIA Life Designers.
ACTEMIUM Paris Major Projets (VINCI Energies) and FAYAT ENERGIE SERVICES are the contractors for the electricity, command and control and fire extinguishing work packages, for which Hazemeyer is providing the low-voltage part.

The electrical needs of this reference project in France and Europe

Our client is faced with various problems linked to the requirements of the sector and of this new high-performance plant. To meet these requirements, it is essential to:

  • Ensure the safety of equipment and people
  • Guarantee continuity of service
  • Maintain the availability of equipment even in degraded mode
  • Controlling a complex installation in real time 24 hours a day, 7 days a week
  • Ensuring cyber security of data

Emphasis was placed on the strong need for interoperability and safety of the various communication networks: the system response time must be less than 1 second for communication between the LVTS and the control system.

Our scope of intervention and our responses

In order to respond to these problems, we will carry out several tasks. The production and installation of 11 LIBERTY IS 333 switchboards with current rating from 2000 A to 4000 A, communication on 2 redundant Ethernet IEC61850 networks (for the management of the MV loop) and TCP (for the motor loads).

For a total of 750 communicating motor feeders, distributed in the 11 switchboards (including 430 motor protection relays) and 11 programmable, redundant PLCs with high availability.

We will also be responsible for the fish-plating of the 120 columns, assistance with the commissioning, training of users and maintenance teams and carrying out the maintenance of the equipment.

This large-scale programme represents a great challenge for our teams, and we are delighted to be able to support our client throughout this project.

 

Key dates of the project

  • 2018: Start of work on the new waste-to-energy plant
  • April 2021: Hazemeyer begins work on the Low-Voltage electrical package
  • End of 2021: Completion of the civil engineering phase
  • May – July 2022: Delivery and installation of the main LV switchboards
  • September 2022: Commissioning of the LV switchboards
  • June 2023: Hot testing of the Energy Value Unit (EVU)
  • December 2023: Commissioning of the EVU
